Let's say I have data and documents about all the land in a country. Land varies from agricultural land to construction land. Everything is searchable by the person who owns it, location, type, etc. All these documents are publicly available, but they are not arranged and searchable in this way. What would be the next step and how would you sell/promote these documents/site and to whom?

Charge professionals in the real estate sector for access to those documents. Basically build a SaaS for that data and give people access for a fee. Also, look into introducing more features to make it worth the fee.

don't sell to brokers, it could be very useful to run a carbon credit offer , or maybe promote to real estate investors, don't simply bundle them and sell to brokers

It could be a document verification service or some other things

try looking into land brokers and agencies, construction companies, agricultural businesses, legal and title research firms, banks and lenders doing due diligence
 
You can create SaaS and give limited access to people for a subscription. The real estate brokers, agencies, architects, builders, construction companies will pay a lot for this information. However, keep an eye on local laws as you're giving away contact information of people based on their address. You should be aware of how much information is legal to share.
