It seems to me that there is no possibility of 100% protection. Only payment, and example after a day, and at that time exchange for another gift card. Customer ID verification, limits on new accounts .. some fraudsters will probably let go.

As I remember correctly, there was a website that purchased gift cards and offered either a withdrawal to PayPal or an exchange for another card. Maybe PayPal would be the right solution

Where is the scam part? I can't find any.

This is a great idea, I suggest adding crypto currency's like Bitcoin and USDT as a payment method as it's not really common among other platforms. Only a few sites like BuySellVouchers allows trading Bitcoin for giftcards.
This will also attract other crypto traders
