You can post sponsored content and reviews about places and services in the city.
You can sell the whole thing (but it's not that long term investment).
@Adrenalead's question is important, that how much traffic does your website get? Because it's harder to get accepted for some Adsense alternatives with a lower visitor number. And naturally it's the same with posting sponsored content. Bigger traffic bigger money.
