Monetize site for local professionals - advice wanted

Hey Guys,

I am working on a side project. I found a really good niche for an authority site where I can monetize the content by advertising local providers on the pages. Right now, the site design is plain. Working on a proper, professional design. At the moment I'm focusing on content and building links for SEO until the design is done. I know some people would charge per lead. However, that seems very difficult to implement/track.

Has anybody just leased out space on the pages to contact the provider and charge a flat fee monthly? I don't want to leave money on the table but at the same time I want to offer value to potential prospects. Each lead closed by local providers should generate at least $1,500 for the company. Each page on the site should be getting at least 500+ unique visitors a month on a highly targeted audience once properly ranked.

If I lease out advertising space and put a contact form to reach the providers, what do you think would be a fair amount to ask for a monthly fee.

In the alternate, if anybody knows of any scripts to track leads so the client could be properly billed, I'd appreciate any guidance. And in this approach, how much would be a fair amount to collect per lead?

Not receiving any traffic now, but want to have a proper plan to monetize in place for when the site starts ranking. Thanks for your advice.
