So far I have not experienced this and have well passed the 10 dollar mark, it is just based on how well your traffic is converting and there demographics. I keep targeting tier 1 traffic and they have been converting nicely even with the low amount of traffic I have.
You have mainly tier 3 traffic, also most of your traffic is using android, ios pays better from my experience.
