Does anybody know a plugin or how I can get a fixed menu to appear on my wordpress mobile website similar to this one?

if there are no plugins do you know of a theme that can do this?

I cant get you clearly mate...what do you mean by fixed menu?
 
Change your theme to a responsive one, it will save you from worrying about individual plugins to customize things further.
 
my current theme is responsive but it is not looking good on the mobile website.
I will try Avada as you have recommended.
 
I have responsive and not aware of sticky all-ways open menus. Find where the menu hangs to see if it has a simple on/off. Good Luck!,
