You could potentially put out and app in the Russian app stores like yanex which is huge in Russia. Along with translate any app you put out only to Russian so that you gather and can pitch as much Russian speaking people as possible. Depending on what your doing legal or non legal you could easily have a nice set of traffic to start using for your needs. Hell I get a lot of Russian traffic to my mobile apps and I have done any of the things I suggested above straight from Google play. Its really just how you skin the cat imo.
