Mobile Proxy Setup – Do ISPs Allow SIM Card IP Usage for Proxies?

Hello everyone,


I’m planning to set up a Raspberry Pi with 8 USB modems using prepaid SIM cards, primarily to rotate mobile IPs. The goal is to build a small-scale proxy + VPN service — mainly for experimentation, learning, and potentially scaling it up later if all goes well.


Right now, I’m just not sure about the legal or technical risks involved — particularly with carriers detecting frequent IP changes or usage patterns that might violate their ToS.


Has anyone here gone this route before? Any advice on how to stay under the radar, keep it sustainable, or maybe use business SIMs or M2M plans instead?

there is potential—especially if you offer VPN and proxy services across 4 key regions and let users pay by the hour or even minute. That kind of flexibility is really appealing.


The main challenge is abuse—if someone uses your proxy to spam, the IP can get blacklisted, especially if you're using regular VPS IPs. That’s where rotating mobile IPs (like from SIM cards) come in—they’re harder to block and refresh naturally. The tricky part is staying compliant with your ISP’s terms of service. I’d love to explore that, but I’m also concerned about accidentally crossing any legal lines. Definitely something to be cautious and smart about.
