I’m planning to set up a Raspberry Pi with 8 USB modems using prepaid SIM cards, primarily to rotate mobile IPs. The goal is to build a small-scale proxy + VPN service — mainly for experimentation, learning, and potentially scaling it up later if all goes well.
Right now, I’m just not sure about the legal or technical risks involved — particularly with carriers detecting frequent IP changes or usage patterns that might violate their ToS.
Has anyone here gone this route before? Any advice on how to stay under the radar, keep it sustainable, or maybe use business SIMs or M2M plans instead?
