Looking to target mobile users and in specific US

I'm following the issue

I have been using Propeller Ads network for the past few months to manage a few campaigns and I've been very happy with them.

LosPollos is another network that I've heard good things about although I have never advertised with them myself. I'm pretty sure the guy who started LosPollos is active on these forums - could be wrong though.
