Mobile PIN Submit Offers

I can send about a thousand clicks a day and my traffic normally converts at a high EPC for the networks. But they are not very reliable and I am having a hard time.

Can I create my own PIN Submit offers and make the recurring monthly commission for myself? How would I set it up? Legally, how vulnerable would I be? What are some of the important costs (time and money) I need to pay attention to?

I'm told the short code costs $500K plus? That sound a little ridiculous. Any way to lease that? From Neustar or something?

A network is offering me co-reg path something. To use my own Landing Pages and I'm guessing submit the details on the back end to their server. Is that a simpler option?
