Mobile Phone Location: How can I retrieve device-based location/ping?

I appreciate any & all input, and with the right assistance I am ready to purchase what is needed.
I am renewing to Jr VIP this week, as my subscription expired so I am back to a newbie rep.

I need to be able to "ping" the device-based location from its phone number, and I know this can be legitimately done.
This site http://www.loc-aid.com/how seems to specialize in it, but I want to educate myself some before I go that route.
Keep in mind, I understand that is sensitive information, this is done legitimately by many companies now for various reasons. I just need to get it done. Any ideas & thoughts are appreciated. I am happy to compensate for expert help.
 
you need access to the data retrieved by cell towers from the users provider (verizon,t-mobile,w/e)

then you can just 'ping' the number (silent call) and see the last tower which transmits to that number... from there just draw a circle (radius) and the user will be somewhere in that circle. the size of the circle may vary depending on the towers the provider uses...

it just like cmd tracert...
 
That makes sense, however what I have seen seems to be quite accurate, not triangulated. thank you
 
I know that this thread has been dead for a few months now but did you ever get it figured out? I know it's possible because I've seen screen shots with accurate location results. All was done without ever touching the target's phone.
