Are mobile landing pages less saturated than desktop ones? Because mobile landing pages
work on both desktop and mobile so it's like having both in one. Any thoughts?

Yes, slightly less saturated and with less animation.

You should always have a mobile-friendly page. No point in going with non mobile compatible websites.
