I think u try freelancer though I hear it costs lots of monies. 1000's of dollars at least to me

I develop iOs Apps for myself, and from what I can tell you any App development, if its going to be decent, it will cost about $2500.
You have to integrate many things and don t want to be burned, for a magazine you need top quality graphics and a decent user interface, plus a way to monetize App space. You will need excellent content, and unless you have an inhouse team you know beware of those freelancers sites that offer too much for too little, they probably give you something substandard, or you end up spending more because you have to do it several times, that is to fix what the cheap party gave you.
