Mobile broadband dongle IP address question

Every time I unplug a mobile broadband dongle I get a new IP address, most of the time its only the last 2 sets of numbers that change but sometimes the first number changes. So if I am banned from leaving comments on a particular website would this solve the issue? Or would they still know its me from something like the broadband provider? I was using public proxies off hidemyass the socks5 but I think the owner of the site has purchased the list and banned all of those too, do you think using the dongle would get around this?
