I recently purchased one from dingtone to verify a Google account seems like it should work for Instagram but can't guarantee it.

Good providers should offer some guarantee. I don't know the specifics of each one, but the PVA's should last for a while at least.

One question I have related to this is that if I buy verification from someone, can he recover the account using that number ?

The first number is cheap but the price goes up from there
