mobile app programmers

Probably because most programmers learn web or computer based development since it's the lowest friction. Since you code on a computer and not on a phone. Then they just keep going down that path and never bother with mobile development.

I was under the impression that demand for mobile app development is very small, and that ppl didn't want to bother learning mobile frameworks because there is so much more demand for web development...

If feel like anyone knowing how to make a website would easily learn how to make an app.
I made a few mobile apps as a school projects, apart from the hell that is android studio configuration it was pretty smooth.

Mobile developer need to master different area of skillset, such as native code (andoird/ios), or mobile hybrid such as Xamarin, react native, flutter and many many... and you need to publish on play store or app store for public user to download and install.

But for website to publish, you only need domain. and code in html, css, javascript.

Mobile app development scarce, you ask? Well, it's a battlefield out there. Different operating systems, constant updates, and a ton of devices. It's not a walk in the park, that's for sure.
 
Just reskinning apps is hard.

Imagine that you have to create everything from 0. Also only one coding language is not gonna be enough, you need time, testing and lots of coding.

Its really hard job.

I actually went against that, and created the escrow around the fact that payment is only released upon completion and publication of the app that is fully functional, while meeting the requirements.

The app is very complex honestly and the idea is very unique a template would be impossible to find; templates for UI yeah ofcourse that's normal though. maybe when it's out i'll post it here
 
In my opinion, I am a Laravel programmer and a CMS developer, creating a website from scratch is the right thing to do, so you avoid using some template from another programmer, I prefer to do everything from scratch, in the case of apps you have to take into account the complexity of the app, and what is required to make it, hence the price. $4,000 seems reasonable to me
 
I agree with xForoDev, building a unique and complex mobile/website can cost above $10,000 and even more.

And usually it will come with CMS to generate the report or configuration.
