Considering this is playstore, google doesn't care about IAPs (well atleast I haven't seen much ranking differences cause of it). What it does care about are app downloads and reviews.Correct me if Im wrong. Assuming I have proper budget to spend, can i buy iaps in my own app (using different account/s) which will uplift me in top grossing ranking which provide me more organic downloads?
What am I missing here?

No. Ranking are per country. Topping india will do nothing with US, and basically you'll burn money.i think spending the budget on adword ads in cheap conuntry ro gain cheap dowloads then switching to advrtising in 1 world countrey
and the best thing is that 70%/85% is coming back to meI think this is not a bad idea, I believe Google boost apps generating revenue because they get revenue too, I have the theory that if your app done well on sales/subscriptions/iap Google will think your app it's good for users, so good that they pay you and because all it's business, G want apps that help they generate more revenue. I don't think this works like that, (artificially boost sales) but I really believe that sales are a strong ranking factor.
