The leads from minuteworkers would result in no conversions for the advertisers = they won't pay you. However, if you were to do it on a small scale; mixed with legit traffic keeping your CTR low - you may get away with it.
I'm not going to abbreviate further though as this isn't blackhat, it's fraud.

I've never tried it personally, but I've read a lot books concerning this method. The basics is you need to hire people and pay them wages for completing different offers from different CPA companies while also mix it with legit traffic from from PPV or just junk traffic providers.
I would say you will need to pick only low-paying offers as long as they don't need to charge visitor or convert to any type of deal,

I've tried it, and they realized that everyone completed the lead but did not use the service afterwards, They scrubbed $900 in affiliate commission and i lost about $120 due to paying the workers. Some will work, but mix it up with other traffic as well, use a few offers and networks, stay under the radar.
