    I have a list of websites for possible link exchanges, what would be the minimum rank for a link exchange?

    MozRank is not really accurate, and there are lots of other more important metrics when it comes to analyzing the value of a backlink.

    PA and DA, and the ratio between CF/TF would be the set of indicators that I pay most attention to.

    Direct link exchanges should be avoided altogether. Meaning don't participate in link exchanges from one site to another. That's just asking for a penalty and/or the links to be discredited.
