Depending on how competitive the niche you may be going for, for easy keywords, I'd go with a minimum
TF>20
DA/PA>30
If the domain has some links from EDU/GOV, or high PR links from news sites, Techcrunch, CNN, Edgadget, etc, that will be a bonus.
Vet through the domain to ensure no spam links - vetting can be done via Moz spam score, Majestic, and Ahrefs.

Apparently for some pbn sellers here selling "premium" pbn links it is 2 directory links from domains tf 33 and tf 15. So standards are very low nowadays.
But 1 is sufficient depending on where it comes from. If its a do follow link from MS and you are in the software industry then that 1 link is worth more than 500 shitty ones.

Depends on your budget. If you are buying domains from auctions, then the number of referring domains is pretty much equivalent to what you pay for it. With scraped domains it's different. I would be aiming to at least 10, ideally 20+. Those are high to find clean nowadays though. If your RD is low and you lose a couple of links, the entire reason why the domain was registered in the first place will be gone. The higher the RD, the longer will the domain retain its strength.
