Building new sites from scratch is not always necessary if you're in a niche which is already used by others. Instead of building new sites and ranking them, you can just try to buy off sites from page 2 directly from their owners. Find out their email adress and contact them.
These sites don't get much traffic but provide you a nice position to start with. Try to get a site with an already well diversified link profile so you can directly start blasting your PBN links straight to it. The rest is self-explanatory.
It just makes sense to do it this way if possible since it saves you much time. If you have any questions just feel free to ask.

And then add pbn
