I created a micro saas tool the cleans metadata from instagram videos. This tool could help individuals cuts costs by repurposing their old content and giving it a new life or one could "steal" a video and make it theirs by cleaning the metadata.

How do I market this tool? Where can I get customers? Do I need to do SEO?

I genuinely think this tool could be really helpful for many people.

Honestly? Nowhere if that's making only meta tag clean
There are thousands of free tools to make the same

There are similar tools just one click away with a google search, try to sell it in BHW Marketplace though

Like others mentioned Try selling it here in the marketplace and see how it goes. Sales threads are not too costly here.

With the right marketing you can sell dog p*op with a pretty packaging. If you want to sell here, you need 2 months age, 100 posts and you need to purchase JrVIP membership.
 
Yeah you could try sell this but I think there are so many other tools doing the same thing for free it might be hard
