Mexico or China for Offshore Processing?

I have recently setup my company out of Belize and am trying to source CC/ACH processing out of Mexico or China. I am abl to travel and go in person as well, does anyone have any links to point me in the right direction? I am specificly wanting to stay offshore I currently have domestic accounts as well but I want to explore offshore now. Any and all advise would be appreciated.
