nowadays this is a sure way to get yourself penalized... Google bot might not detect this but if one of the people you traded links with checks up on you ( or any other person ) and reports you... you will get penalized for cloaking

the easiest way to check if someone is doing this is to see the cached result of the site. ( i even think the info:domain.tld would work for this )

You can get away with this but only by staying under the radar: not allowing you pages to be cached and showing google translate the same page you show your visitors ( or blocking google translate ) and doing ip matching with known google bots because anyone can change their user agent and catch you

You have to be very careful with this method in 2014 - 2015 because I'm almost certain Google will penalize you for this.
 
Very good method, but 10-30 links isn't enough, that will not give much results. You need much more links.
 
Maybe I'm thinking too deep into this, but isn't the whole concept fundamentally flawed if you're trying to get reciprocal links from the start?

Google doesn't like link exchanges as it is, and probably has knowledge of what sites offer this based on link patterns. So in the end, isn't this clever way of PR transporting all for nothing since you'll probably never get PR to begin with?
