No, you can use a normal shared hosting. You don't need a dedicated server for this. Of course, with blogspot you don't have permission for something like that.

For those concerned with getting their mainsite sandboxed when using this technique, consider this.

You will never get sandboxed doing something that someone can do to you. In other words, you could use this same technique but make higher placed competitors the recipient of the redirect thereby putting their site in harms way. Google is aware that if they penalize secondary sites that people will use it to sabotage competitors so they have to be careful in those regards.

It kind of levels the playing field a bit.
