Poland. I was studying law for few years and i belive that in other countries it look similar.
Just think. 2k hits monthly of bought shitty traffic = there will be no conversion. What will think that people who bought ads space for 390euro monthly? 2k targeted hits monthly = it have to convert. Some poeple will contact attorney, police etc. Even if you can make money in that way and stay safe... Its scam and its not ethical, you know it when you setup page, you know it when you send mails to people. Its not way to make money. Its way to steal money.

If he is really getting that much money why not get real SEO done and get it ranked 1 and bring actual traffic that can convert for the buyers, otherwise this is scam and as satyr85 said you will eventually(probably within 2-3 months) get lawsuits and you will go to jail for fraud.
Also unless you live in some lawless desert this applies for each place on this planet which has a government.
