I don't know about the "?" but spamming youtube comments DOES still work in 2019 
Just look at any game hack video or weight loss video...most have links blocked and there is nothing you can do, but a good lot will still be there for the pillage.
You need a fresh domain, doesn't matter what extension, and put YOURLS on it which you can then create short links with, like bitly.
YT accounts they can be new, it doesn't matter. Then write the comment and put your link (your new domain).
TIP: Sometimes comment wont work but it might be just they are blocking a word or 2. If say you are using the word paypal, instead spell it paypaI with an I on the end instead of an L. Or make money online, you can use "O" from other charachers. Hope that makes sense.
If destination link is blacklisted in youtube or something, you can post comment and have link going to google, then swap it back to your link, that's what I do.
