Well, i don't think so; It's not the same case with everyone. I'm running bit.ly urls and none of my instagram accounts got affected.

you will get ban hammers more often then you create accounts, that's how is it gonna be. you need to market over bots, not spamming, only with marketing you could get nice results

I agree spamming, cpa offers, and a poorly designed strategy are going to do more harm that good in the long run. However, rather than market over bots, market WITH bots.
Instead of operating on a day by day strategy, plan longer. Plan a strategy that will leave you with repeat visits, valuable unique content, and ad revenue for many months to come even after you complete your botting campaigns.

Why not just purchase domain names for under $3 and forward them to the CPA offer? Usually just two conversions cover the cost and you won't have to worry about url shorteners or cpa links getting blacklisted

Good Instagram method - since Instagram has been bought over it's been in the reckoning.
I just bought 100 Private Proxies from MyPrivateProxy.net
I've been using 1500 Private proxies from Squid Proxies for Twitter for over a year now. But only 2 out of the 1500 works with Instagram!
Before purchasing the proxies, I asked myprivateproxy if they have proxies that works with Twitter and Instagram.
Here is their response:
My question is this. Do you guys have problems getting your proxies blocked with Instagram? How many Accounts do you guys create per proxy? How many Accounts do you run per proxy?
I don't want to get my proxies blocked after a couple of days using them. I'd probably have problems getting them replaced by myprivateproxy because they would say that I abused them. Then I'd just file a dispute with Paypal. But I don't want to go through that hassle.

Yup they have an automated account disable function. As soon as you enter a bit link into the 'website' area of your profile and hit submit, you'll be logged out ... and when you try to log back you'll get the account disabled message. Try a different shortener or use a short domain.
That happened to me too and I thought the same, but after more testing they only ban you if your bit.ly links directly to the offer. If you have the bit.ly linking to a subdomain that redirects to the offer that works and is what im doing with no problem.

Yes, i have faced problems in using the proxies and so many people who are using Instagram Bots are also facing the same issue. It's not the problem with any bot, it's just problem with proxy ranges.
Instagram has blocked few proxy ranges; whenever you are buying the proxies from any proxy provider just tell them you are going to need a replacement if the proxy range doesn't work for you.
I got 250 dedicated proxies with me and they all work fine with IG, just test with proxy ranges and i would sugges you to get your own private proxy range.
