So youtube just implemented the new youtube system that we are hearing about. Some youtube comment spammers are dreadful for this day but it turns its not that bad and still exploitable.
Here are some pros and cons I noticed from the latest update.
Pros:

Screenshot on my test earlier while finding a workaround on this new system. All the replies on my comment are just made up to increase the discussion.
My method
What you need:
Have lots of accounts. Make sure those accounts have google+ activated.
The account doesnt need to be popular and have a lot of friends. From the account i tested earlier. It has less than 10 friends and still manage to make on top comment. But this method will work better if you have account that's popular already.
Steps:
This method works at this moment. I am seeing some referrals from the live url i put on the comment section.

- Editable comments. You can edit it anytime.
- More exposure on top comments
- It will be easier to eliminate your competitor by downvoting and reporting their comment
Cons:
- Your comment is not rankable if you posted it from an account without google+
- You will see "Top Comments" by default when they open up the video
- Ranking your comment is not based anymore on how many thumbs up it got
- You need to make your google+ and youtube account popular by adding friends, videos, subcribers etc. in able to rank faster.

Steps:
- Comment on a video and make sure to tick the "Also share on Google+" button or else people cannot upvote your comment.
- Have your other accounts upvote your comment then downvote some existing top comments then report it.
- Have your other accounts to reply to your comment to create a discussion. Discussion is a factor on ranking comment. You can reply gibberish response but it always better to make it relevant. The purpose of that is just to increase the discussionto your main comment.
- Do this until you outrank the existing top comment
