So, I have a site where I regularly upload content I've bought, but am always looking for free content, so here is 2 ways I get guest posts for my site.
#1)
I put up a page on my site, repeatedly using keywords people will search for:
"Write for us...", "Guest post *niche*", etc...
I also put up MOST of my rules:
"No spun shit posts, original content only, 500+ words, only social media post backlinks, etc..."
I use a catchy email like [email protected] and forward it to my primary site email.
When the person contacts me, with their pitch, I deny everything they suggest. This is where I get sneaky.
I have a pile of low comp keywords related to my site, things I don't want to buy content for, or haven't bought content for. This stuff is Uber low comp, monthly searches around 100-500. The low stuff that doesn't bring me much in terms of potential for monetization.
So, when I get a pitch from a site that perhaps is selling "Blue toothless widgets" and offers up some ideas directly related to their site, but only partially relevant to my site. I shoot down their ideas, then offer some of my banked low comp/search keywords as an article, of course highly relevant to my site, while partially relevant to theirs, mentioning that it is better aligned to my site's point. Something like "top 5 unique widget concepts oo 2018".
I then drop a few more rules on them: "over 500 under 750 words gets a do-follow author box credit, but over 750 gets a do-follow linkbin article from the keyword of their choice, articles over 1200 words will have quality links built for more pass through power. I explain a few other rules, enticing them to write me a great long post" I also explain the other rules, and remind them about the rules of not building backlinks, only social shares, etc...
Once I get the article, I read it, looking for crap. If I get crap/spun content, I shoot them down and usually hold the content for 3 months, then edit it into decent quality "original" content, and share it on my web2 network. If it reads good, and passes copy review, I usually add a few additional lines, make it read for the voice of my site(plus ensure I get a few good spots for internal links), put together some good images, usually find a video/infographic for the post and schedule it.
What they get; chance for a high quality guest post with a do-follow backlink, plus their content/link shared out to my social channels.
What I get; hq content, with a chance for good site relevancy, and a chance for multiple internal backlinks, plus shared out on their social channels.
My success rate doing this is usually 75% of submitted articles get me good content.

Approach writers.
I search various web2 platforms for active writers. I approach them, praising their content, citing some great stuff of theirs. Usual fluff ego stroking. I ask if they would be interested in writing a post on my site and exposing their work to my audience. I usually include links to my site, screen cap of traffic, links to social channels.
I will cite 2-3 articles on their blog, and explain how it relates to my site.
I then dip into my pool of low comp/search keywords, specifically aiming for any that are relevant to their site. I again ego stroke, saying how knowledgeable on the topic(s) they seem.
I explain my basic requirements for guest posts.
This usually lands me 3 guest posts for every 5 emails. What can I say, I'm good at stroking egos. Lol!
Both of these methods get my site good, free content. Funny enough, as my rankings increase, I get more offers. I am now posting 15-20 guest posts a month, with average length being 900 words. The content is quality, which always helps.
If I get a great post, but it falls under the level for me building backlinks, I usually will anyways because hey, it helps my site.
I don't worry about passing on do-follow links, because legit sites do it.
