It ha st o be counted as a baclink

nice one OP, here is a little tweak:

HTML:
 http://franklin-tn.gov/redirect.aspx?url=http://yoursite.com%2522%253Ethis%2520is%2520a%2520cool%2520test%253C%252Fa%253E%253Cbr%2520%252F%253Ethis%2520is%2520a%2520test%252C%2520once%2520you%2520get%2520it%2520done%2520it%2520should%2520be%2520ok%253Cbr%2520%252F%253Eby%2520the%2520way%252C%2520you%2520can%2520also%2520add%2520any%2520text%2520you%2520want

This method is possible at Youtube (PR 9!) as well:

Replace Blackhatworld.com with anything you like :).

I would be vary wary of doing that with a google site. You used to be able to do somthing similar with google years ago and be it coincidence or not my friends site was heavily penalised for years (and I mean years) and has only this last year returned. Mind you, the footprint was obvious as he had to link to the page to get it indexed. This is not like that if you ping it I suppose.

i dont see why they shouldnt be counted as backlinks.

just make sure google see the links regularly. add these urls to some long firgotten page or post of your website, so everytime googlebot crawls that page, it indexes these urls and crawls them too.

I don't think this will work. The reason why is google isn't that stupid. Not sure how it figures it out but I've never gotten one of these to stick.

I guess this technique is ok for faster indexing but it doesn't pass any linkjuice == you won't rank higher because of this.

Well it is a d0f0llow link so it passes linkjuice. Of course it doesn't have much juice to pass but you can use it as a buffer pagefor all those low quality AA scrapebox blasts

Probably a really noob questions but how do I use these? I'm not sure what to do with these links. I am very new to IM just started last month but I have three websites up and running. I am trying to get my pages ranked now. How do I get these "indexed" or crawled? Don't hate I'm still learning here :)

These "links" are not being indexed because they are not linked from anywhere on the site ;)

You thing its like Pinging ?
Maybe I can help.
If this works like I am assuming it works, then it's actually quite clever.

By getting those links indexed Google will crawl to the redirect page. On this page it finds a backlink to your site, from a .gov. It may be only a temporary page to you and I, but the robot - being unable to think outside the world of 0's and 1's, sees it as a permanent page.

Whether or not the robot is smart enough to realize that everything behind the ? in the URL is to be ignored, that is for somebody more knowledgeable than myself. However, if this actually works - it's a great idea.

Keep track of the back links you create and then submit all at once to pingfarm.c0m

Here's what I did, replace "yoursite" with my URL and then go to pingfarm and pinged them. Is that the right way of doing this?

I got mine indexed in less than 24 hours by pinging them. But I'm still skeptical to this being a backlink, but hey, it's free so why not.
