Method for increase rank google is good after Panda4.0?

Now,I reading many thread in this website. But I'm not sure for build links to my money site. What kind to good?
My way, I create web2.0 and put anchor text link to my money site. After that,Waiting for rank in google.

After my website has rank in google. I will create High pr contextual links to my money site in tier1. I'm not sure this method is good.

Please guideline for me to increase rank google.

You're basically asking how you should do SEO. You need to read up tons, there's too much knowledge to absorb in order to rank well, there are tons of techniques to build links, you can't just ask "how do I increase google rank", unfortunately.

you should either hire SEO expert or should learn it online...you can do it your self if you spend some time...best of luck..!!
