Start by searching Fiverr for PR9 back links, usually the link packages will be around 10 links and over delivered a bit. I choose the ones with a lot in the backlog and many satisfied customers. Sign up for 1-3 of them, after you get the links be sure to ping them. For $5.00 you won't get direct PR9 back links, but the domains will be high page ranking.
Then sign up for a 50,000 free wiki blasts dripfeed here:

Put the links in the wiki blast articles to juice them, and repeat. I only just started doing this, so I'm not sure how well it will work, but wanted to pass it along.
