Method for growing via White hat Instagram

If you had 2-3 months to grow a new Instagram account in a tough niche (car dealership) using only white hat methods and a budget of $1000 a month. With no bots, all organic, how would you go about doing this?

yes, 5-20k depends on how much money they want, but it is very difficult to find such good influencers. They have to have a lot of real comments on their photos, because many "influencers" are fakes with bots
 
If you're doing this completely white hat I'd still use something to scrape posts with. I created a free tool (my thread) that will help you find good quality content to post. Most likely you'll want to do some pretty targeted marketing with other businesses in your area if you're sticking to completely white hat.
