Just had a good idea today during some research work for a client:
Look at the PR these pages are getting.
Orginal

http://css-al.com/learning.htm
http://cssrs.info/learning.htm
http://dichev.com/Style/CSS/learning/
http://www.a2ztutorial.com/Style/CSS/learning.html
http://www.bjornenki.com/articles/w3_style_css_learning
http://www.carionltd.com/Style/CSS/learning.html
http://www.certifiedchinesetranslation.com/openaccess/CSS-learning.html
http://www.codingcss.info/learning.htm
http://www.indeep76.com/Style/CSS/learning.html
http://www.kazaja.com/Style/CSS/learning.html
http://www.mindgems.com/w3c/Style/CSS/learning.htm
http://www.mow3.com/Style/CSS/learning.html
http://www.sftcc.com/css/learning.html
http://www.softacid.net/scripts/w3/LearningCSS.htm
http://www.tatarw3.com/Style/CSS/learning.html
http://www.tlumaczenia-angielski.info/w3c/css/learning.htm
http://www.w3c-gr.com/Style/CSS/learning.htm
http://www.w3iceland.com/style/CSS/learning/
So, here is the tactic:
1: Find some extremely popular texts
2: Translate them using Google Translator to your target language
3: Say to the owner of the text you took the time to translate it since it having such an influence on your life. (and ask for a link to it on the original page)
4: Done
Quite easy, and overly used probably, but so what? It's not a bad tactic (better than ewhoring
).
