I think this method is flawed since as per Google one account can create another 4/5 with that same phone number sometimes without reverification. So if you use the same cookie of your old Gmail account there is no edit to that data or account id on cookie so you risk a ban on all these accounts if one goes down due to your spammy behaviour.

Check Google support articles on max amount of emails allowed per number and the rest I have said based on the practical implications of how cookies/email accounts are generally setup where obviously Google anti-bot and anti-spam algo's would constantly be scanning through to find out interconnected accounts

this is a good method but its not gonna work for multiple accounts , google ads , google play , because your new created account will be associated with an already created account.
this would work for someone who farms google accounts, creates them and let them age .
