Some networks only want veterans. Others are more lenient and don't mind approving a beginner. Only way to get around is to cast more fishing poles into the water. Apply for more networks. Eventually you will get in.

The offer OP said is non incentive offer, which means people won't get anything after filling survey.

If you get banned, your account gets disabled. You can't log in and whatever you earned gets denied. They don't do anything malicious with it if that's what you think.
 
You can easily find offers and surveys that have some connection with what you are "promoting". In this case you are targeting people who are looking for some job, well find a offer or survey that is about jobs and let them do it. Yes, most of those offers and surveys are shit and scams, but hey, it's not your fault, same shit with those giveaways, you know they are 99% fake, but network said you it's real.
 
Why would this be against a network's rules?

I'm new to CPA and trying to figure out exactly what is allowed in general. I have a few methods which I think would be insane but probably would end me up in the ban list (which I do not want).

If i tell you to go to click any adsense ad and then come back to me for a reward, you will be interested in my reward, not that ad that you clicked so advertiser lose money in that case, even if he get clicks. Same thing with this, people will do those surveys, but not because they are interested in them but because you promised them something for example. Fake leads, still some networks allow it and you have some incentive offers, with them its ok to do that.

I know that if you break the rules or you earn from sabotaging people it's not going to work for too long,
Especially with the OP scenario... But that's only my opinion

Make money by leeching some one who might be super needy and every minute of theirs might be super important and might make a difference between sleeping hungry or not?

Nah I can't bring myself to falling to that low level of animal soul.

Whoever thinks they can ever make anything on top of hurting some one are just too evil minded and can;t see when and how it's gonna come back to bite them in the ass...
 
Or just use this method to get some traffic from new sources.
 
Yes, its really important for whis method to find a worldwide offer with incentive traffic allowed. I did a search for that kind of offer, but no luck.
 
What network are you using? I like the fact that it's very black hat & shady.
 
The OP said he only picks surveys, so there is no incentive but data about answering questions.

Survey are the most asinine way to promote crap and pay someone else to drive traffic.
 
This is a decisive method, don't you think you will be reported.
