Meta tag keywords

When it comes to using keywords in the meta tag, should I use one word keywords, or phrases. For example, my main target keyword is House Cleaning and House Cleaning Ct. Should I enter it in my meta tag as
<meta name="keywords" content="house cleaning, house cleaning ct" />

or should i do it as
<meta name="keywords" content="cleaning, house, ct" />

i never use the keyword meta tag.

but if i was going to do the key terms i would do house cleaning,
