That only applies to Instagram; I haven't seen any new announcements for other platforms.

they updated their help pages about it recently, thats probably where the news is coming from. basically they just phased out the opt-in e2ee for instagram dms because nobody was using it. whatsapp and messenger are still fine so its not like they are scrapping encryption entirely across the board.
