Meta Developer Business Verification is needed

I have been developing an idea for months that uses one of the meta APi's for its operation, and when trying to put it into production it requires a company verification.

It is not a company yet, it is an idea that I want to launch and if it works I will make it a company, is there any way to get the verificaion without having a legal company?
