I need some help on what could be causing this issue.

We created an ad account on Monday Aug 24th, got all pixels and events set up without any issues. I created a campaign to our website (e-com) and all looks fine. We’re on day 4 (Aug 27th) and no money has been spent yet.

I double checked everything, payment methods, all works fine. The campaign is active, ad sets are active and there are no error messages.

What could be causing this?

In addition to the above i would recommend checking the delivery status on both the ad set and ad levels not only the status of the entire campaign the audience size bid and budget settings scheduling spend limit in the account and even the clearance of ads from review are important too.

this is actually new to me i havent seen or heard about something like this before but i know new accounts tend to have diffrent error sometime

this problem sometimes happen to some accs, pls try to change the card, (page), and create a testing campaign with natural image in advance.

This happens predominantly on new accounts. Give it few more days. I remember having a similar issue which pushed me to question my knowledge and led me to look my setup from head to toe over and over again. Then just like that, the ads started spending. It was not something I did, as I later realized, it was just the age of the account and considering that it was a first time setup

I’ve seen this happen with new ad accounts. If everything shows as active, I’d first check the ad set’s audience size, budget, bid strategy, and whether the ads are actually approved. Sometimes new accounts simply take a little time to enter delivery, so I’d avoid making too many changes at once.

That's because you're using a brand new account, and there's no official timeframe for when your account will be allowed to spend, so instead of waiting, switch to a new account.

I think you need to reconsider your campaign's target audience. Perhaps your target customer group is too narrow and not targeting the right audience, which is why spending hasn't been generated. Or you should review other metrics you've set up.

New ad accounts will encounter this situation. Create a $3 ad, select the smallest radius for the location, and your ad will start spending within 24 to 48 hours.

The factors you need to consider are: the target audience, the campaign budget, and account-related elements. You can try adjusting these factors to see if the issue is resolved.

Everything being active doesn't always mean the ads are actually delivering zero spend after four days points more toward a delivery side issue

How many days you waited. I think you should wait some time. And if your budget is low, facebook dont consume it.

New accounts can sometimes take a while to start delivering. I would check the ad level delivery status, audience size, budget/bid settings and make sure the ads are fully approved. If everything looks normal, it could simply be the new account going through the initial review.

This can happen with new ad accounts. Try duplicating the campaign and launching it again. Also check the schedule, budget, and audience settings.

Alternatively, increase your bids, sometimes campaigns refuse to spend when the CPR is very low.

The important part is to figure out whether this is a campaign problem or an account problem before changing too many things. because meta is scanning heavily
