Meta campaign not spending money

Most likely, this is a Meta delivery or eligibility snag. This fits even more because the ad account is new.

Start with the Ad level Delivery status. Then look at Account Quality and any restrictions.

Next, check your audience size. Also review the bid strategy you chose. Make sure spending limits are not blocking delivery.

Finally, confirm payment is verified.

If you are seeing 0 impressions and $0 spend, the pixel is probably not the issue. The ads likely have not started the auction yet.

I double checked everything, payment methods, all works fine. The campaign is active, ad sets are active and there are no error messages.

What could be causing this?
Try with a different card and see if the campaign goes through. If that doesn't fix it, I guess you will have to create a new account.
 
I’d first check the delivery status at the ad set and ad level especially audience size bid strategy, budget and any account spending limits Sometimes everything shows as active but delivery hasnt actually started Id also check Ads Managers Delivery column and Account Quality for any hidden restrictions

You are using a newly created account with no spending history. You now need to create a new campaign on the account and wait 12–24 hours for it to complete the review process.
 
I've encountered this situation before; the reason could be that your account is new or your target audience size isn't right, so it's not attracting enough attention. You need to adjust your target audience and budget to see if your ad gets approved. Instead of waiting for a long review period, I usually review and adjust campaign targets on a daily basis
 
Check the audience and ad settings sometimes new ad accounts take a little time before ads start spending.

I’d check the Delivery column at ad, ad set, and campaign level, then look for account spending limits, pending review, audience too narrow, or billing/account restrictions. New ad accounts can also get stuck in review even when everything looks active.
 
I think you should reuse that campaign and set up test campaigns. If it performs well, you can increase the budget to evaluate it further; typically, it takes about 24 hours to see whether your ads are spending.
 
I had the exact same issue before, everything looked green but spend was still stuck at zero . It turned out the new account was just delivering very slowly during the first few days. I usually check delivery, audience, and billing first, and if everything looks fine, I just give it a little more time and test another campaign
 
This is a very common issue. If your account hasn't been suspended, you should wait at least five days, increase your budget, and avoid making frequent changes to your ads.
 
This issue has been occurring quite frequently lately, have you tried creating a completely new campaign?
 
I’d check the ad set delivery settings first. If everything looks active but there’s still zero spend then there may be a hidden delivery or account restriction.
 
If there's 0 delivery errors, probs check whether the ads are actually eligible for delivery rather than just showing as active.
I think it was an issue before where new ads take some time to fire up, not too sure these days. Then there's optimisations, factors like audience size, budget, placement, such and such. Might be that Meta isn't finding enough eligible auctions, depending on how narrow the audience or aggressive a bid strategy is.
Seeing it's a brand-new account, I'd probably give the account/delivery side more attention than the pixel. Four days with literally zero spend is unusual enough that I'd work through the delivery diagnostics rather than immediately rebuilding everything (as some has rightly pointed out.)
