Hello guys Why this campaign spend so much? spent 40 dollars on 13 clicks, i dont have any audience

Does anyone know about the issue where it looks like a meta attack has been used?

If you have no audience targeting, Google likely defaulted to broad targeting, which can be expensive clicks. High CPCs usually come from competition or poorly optimized keywords.

Also review keyword match types using broad match can attract expensive, low intent clicks, so switching to phrase or exact match might lower costs.
