Hey guys,

Not sure if this is only happening on my side or others are seeing the same thing.

I have been setting up new Meta Ads accounts recently and there is a pattern I keep noticing. Everything looks normal during setup. Business Manager is clean, pixel is added, structure looks fine. But as soon as I add a payment method, the account either gets restricted or goes into review and never really comes back stable.

This is happening even when:
  • accounts are aged
  • different billing profiles are used
  • multiple cards are tried (debit and credit)
In some cases there are no ads even running yet, just adding the payment method triggers the issue.
I am trying to understand what is actually causing this in 2026. It feels like something changed on the payment trust or risk side of Meta systems.
Could it be:
  • stricter automated risk detection on billing setups
  • payment profile trust scoring issues
  • mismatch between account signals and billing details
The confusing part is there is no clear reason shown. It just goes restricted or limited without proper explanation.
Is anyone still facing this recently or found a stable way to handle payment setup without triggering restrictions?
Would be good to know what is actually working right now.
 
yeah still same in 2026, meta just auto-flagging fresh BM + payment add, nothing much you can do except wait it out or use aged setup.

I am also dealing with the same problem No matter what card or account i use, Meta just flags it instantly. It feels like they have updated their system again in 2026.
 
2026 Meta feels much more “bank-like” than “ad-platform-like”.
The payment method is probably acting as a final verification trigger for their internal trust model.
Once billing is added, Meta suddenly has enough connected signals to evaluate whether the entire environment looks organic or manufactured. I’ve seen clean setups get limited before spending even $1.
Which tells me this is mostly automated risk modeling now, not manual moderation. The frustrating part is Meta gives almost no transparent feedback, so people keep replacing cards while the real issue is the overall trust footprint.
 
As far as I know, if the country of your advertising account is different from the country on your Visa card, your account will also be deactivated.
 
Still seeing it happen here and I don't think it's the card itself most of the time. Meta seems way more aggressive with automated risk checks now, especially on fresh or recently activated ad accounts.

I've had accounts get flagged right after adding billing, then become fine after a review. Feels like trust score/account history matters more than ever in 2026.

Meta risk control systems in 2026 enforce extremely strict regulations regarding payment management.

You should verify the following:

Account Warm-up: Do not immediately link a payment method the moment u create an account. It is best to spend 2 or 3 days browsing content to simulate the behavior of a genuine user.

IP Environment: Ensure that u are performing these actions from a clean ip address, and confirm that your ip address corresponds with your billing information.

Payment Method Restrictions: If u account is restricted due to issues with u payment method, replace it immediately, as there is a high probability that the card itself has been flagged.
 
I think it could be mismatch signals between account history, billing info and business details. many people say restrictions happen even before ads run now.
 
Yeah, payment step is where Meta seems to hit harder now. Aged account or clean BM doesn’t mean much if the card profile, login region, device signals, and account history don’t line up. Switching cards too much can also make it worse, tbh. Better to warm the ad account a bit first, keep the same clean proxy and browser profile, then add billing slowly instead of changing setup every time it gets stuck.
 
If you frequently encounter this situation, using an account with a stable spending history will be much safer than starting from scratch.
