Merge two pages?

I know how to merge two pages, and I have been for a while. But now when I try to merge two of my pages, it says 'Request Merge' instead of 'Merge Duplicate Pages'

So I have to request? I want to merge without requesting it.

Can somebody tell me how to change it to how it used to be..?
