There are quite some merchants out there, just beware of non-reputable ones. Normally, PP's subsidiary or any bank-related merchants are safe.

So how does one find a larger more reputable company that does high risk? first of all how do you distinguish between agents that work directly with banks vs. agents that do not? Other than asking them, that is.

Everything depends on location of your company,history and product .
It can be very easy up to extremly difficult which depends on the answers of the 3 questions.

Go direct with a bank - there are lots of resellers that will want to get between you and the bank to take a fee. They don't do much for you though besides that.

Even banks will calculate the risk - if it is a high risk option then you should research the bank in advance before asking them.
