Wow that's a long time. I think I accidentally stumbled into a way which sped up the process. I wanted to check on the status and clicked on a link which would have taken me to an account that was already up and it took me to setting up all of my information such as banking and other things. Otherwise I guess its just a crap shoot. From that it took no more than maybe 3 weeks to get my account versus just submitting the initial request.
