This, but you need to apply with completely different information. New email, name and even bank account, otherwise you'll get rejected again. Amazon is not accepting re-applications now.

... and i had 2 ways
... and i had 2 ways- re submit my application again with different email
- or buy a ready merch account and change the info and make it mine

Yes amazon will not reaccepts your application, it is their rule. So, there is no other way for this issue.

will upload some designs and see, if they approve them quickly, the account will be OK,

so i followed the 2nd way and bought an account from fiverr, after i received the account i changed the email, the address and all the info

This is doable but personally I've never been comfortable going this way as I am sure that Amazon is well aware of such accounts and these accounts are rather easy to detect when you are simply renaming name and every other detail on the account. Seems like a fine idea for now if you are looking into it for the short-term but if this is for anything long-term then I would suggest against it and instead going for a more whitehat road.
