Membership sites with torrents? - Is this illegal?

I'm looking into doing something like this, but I want your guys' opinion on if this is worth the risk:

Let's say I have a website that has a list of different downloads. They will be required to fill out a CPA offer to be able to unlock the download link. However they can have the option to pay a low monthly fee and become a member to a site. When they are a member they won't need to fill out a CPA offer, they just get direct access to the link without filling anything out.

So... Is it still illegal if my site doesn't host the actual torrent files?

i think anything that smells of torrents aka pirated software/movies will be deem illegal!

the one you have to keep happy is the advertiser which is buying all the leads, as long is good for them you can do it,
btw google hates this kind of sites i dont think you could get very much traffic from it
