As far as I can see, the Jr.VIP membership price hasn't changed yet ($97).

The 'Sticky' threads in the marketplace are the ones that are paid to be promoted as such (https://www.blackhatworld.com/pages/advertising/).

The stickies in the other sections are threads with helpful methods/information. They are set by the BHW admins.

Any thread can be a 'sticky'. If an admin decide that your thread in that section is worth making it a sticky, they can do it.

You don't need any paid subscription to be able to contact/buy services from the marketplace section.

It shows just 97$ because you have a premium subscription already. For new member or for those who don't have an active subscription it will be 147$.
